CONSTITUTION AND
RULES
(Updated 14th
July 2010)
1.1
The
league will be known as “The Acomb Wednesday Pool League” (hereafter referred
to as “The League”).
1.2
The
League will consist of teams who have paid in full the registration fee before
the specified deadline.
2.1
Teams
will consist of between four (4) and twelve (12) players, each of which may
play a maximum of three (3) frames. The
team Captain will determine the playing order.
2.2
A
coin will be tossed before start of game
to determine which team will break on odd frames and which team will break
on even frames. (Alternate breaks voted
in at the 14 July 2010 A.G.M).
2.3
The
“home” team are responsible for all table fees.
2.4
The
“home” team will provide a referee for each frame.
2.5
One
(1) point is awarded for each frame won.
2.6 The
League plays to “World Rules” for all matches.
3.1
The
“pool” table must be a minimum size of 6’x3’ (7’x4’ in Division One) and be in
a clean condition.
3.2
There
must be a rest available for use upon request and a bridge (spider) is also
desirable but not compulsory.
3.3
Seating
should be arranged so that spectators cannot interfere with play or be in the
way of players.
3.4
Venues
where a standard pub cue cannot reasonably get around the table may not have
teams in Division One regardless of any promotion achieved.
4.1
All
matches must be played on the date and at the venue specified on the fixture
list.
4.2
Matches
should commence at 8.00pm. (Except in Competitions)
4.3
Teams
will be ready to commence the match within 15 minutes of the start time or will
forfeit the first frame. The second
frame will be forfeited if the match has not started within 30 minutes of the
start time. The match will be forfeited
if it has not started within 45 minutes of the start time. (All at Captains discretion).
4.4
Frames
and/or matches may not be claimed where the opposing team have made a
reasonable effort to inform of any late arrival due to transport problems etc.
4.5
A
“team” can consist of a minimum of three (3) players.
5.1
All
matches must be played on or before the fixture date.
5.2
Matches
may only be re-arranged with the League Organisers permission.
5.3
Any
re-arranged MUST be reported to Results Secretary: Chrissie Noble
immediately.
5.4
Under
No Circumstance
are matches to be re-arranged AFTER the actual fixture date
unless section 6 applies.
5.5
As
much notice as possible must be given to re-arrange a match, preferably a
minimum of two (2) weeks before the actual fixture date, this will allow both
teams ample time to arrange an alternative match date.
5.6
The
Result Card must show clearly that it is a re-arrange match, the date played
and date it should have been played, e.g. re-arrange from 28/08/10 played
18/08/10.
5.7
Any
team refusing to re-arrange a match against opponents who have asked to
re-arrange, will receive nil (0) points, at the committee’s discretion. (This ruling is to prevent teams claiming an
8 – 0 without good reason)
5.8
See
also section 6 – Short Notice Re-Arranged Match and Section 11 – Withdrawal or
Failure to Fulfil Fixtures.
SHORT NOTICE RE-ARRANGED MATCHES
(Emergency Situations Only)
6.1 Matches may only be
re-arranged after the fixture date with the League Organisers permission.
6.2 Any re-arranged/missed
matches MUST be reported to Results Secretary: Chrissie Noble immediately with
a valid reason why the match cannot be played.
6.3 The Results Secretary will
then decide whether there is just cause to re-arrange the match. These will only be due to unforeseen
circumstances.
6.4 The Results Secretary will
contact the opposing team and re-arrange the match on behalf of both teams’ if
just cause is sufficient, or, inform opposing team to submit result card for
inclusion on to the Player of the Season table if no just cause was found.
6.5 If a team does not turn up
to play a match without prior notification, the opposing team must submit their
result card with named players to the Results Secretary for inclusion on to the
Player of the Season table.
6.6 If a team is deemed to have
no valid just cause to re-arrange a match, then they will be awarded nil (0)
points, their opponents will be awarded the winning margin plus one (1)
point. (E.g. 12 games would be seven (7)
points plus one (1) total eight (8) points).
6.7 No outstanding matches will
be played after the penultimate match of the Season.

7.1
New players signed on throughout
the season MUST be clearly identified on the scorecard of their
first match.
7.2
A new player is deemed to be
registered for a team once he has played for that team.
7.3
Players may not transfer to
another team once they have played for one team. (Committee’s discretion)
7.4
If an illegal player is used for a
match, the team involved will be deducted three (3) points and any points won
by using the illegal player will be deducted and awarded to your opponents.
This includes Player of the Season points.
7.5
New players may register at any
time up to and including the penultimate league match.
8.1
All scores must be recorded on the
official result cards as provided by The League.
8.2
Each match will consist of twelve
(12) frames.
8.3
The “home” and “away” team will
fill out the result card independently of each other and then pass the card to
the opposing team captain for completion in full. Each captain must complete all twelve (12)
players before the match commences. However, at the discretion of both teams
Captains, you may agree to put a minimum of 10 players down and then name your
best 2 players to play 11 and 12.
8.4
Once the result card has been
filled out changes may only be made with the agreement of the opposing Captain.
8.5
The Captain of each team is
responsible for ensuring their copy of the result card reaches the Leagues
Results Collator no later than first
post on the Saturday following the match.
8.6
Result cards MUST be completed in
a neat & tidy manner, including Forenames & Surnames so that they can
easily be read, and the section showing who has completed the card MUST be filled in!
8.7
If the player’s Forenames &
Surnames are not completed properly then the points won for those frames will
be withheld.
8.8
Frames will not be credited
towards the Player Of The Season rankings if the result card is not received.
8.9
Results can also be e-mailed in

Results sent in by this method, MUST reach Chrissie by 5pm on the
Saturday following each match.
8.10
Any late results will be noted on our Traffic
Light System and penalties will be imposed thus:
Green (1st
late result) – This is your only warning and there is no penalty
Amber (2nd
late result) – The team responsible will lose 1 point
Red (3rd
late result and each subsequent late result) – The team will lose one (1)
point, and every player will lose one (1) point from their Player of the Season
rankings.
9.1
In the event of a dispute during a
frame the referee will consult the rules before making a decision. If after consulting the rules a dispute still
exists both team captains shall consult with the referee and agree upon the
correct action. If agreement cannot be
reached then the referee’s original decision will stand and the frame will
continue.
9.2
Once a frame has been completed it
is deemed to have been played to the rules and any dispute or disagreement may
not result in a replayed frame regardless of any mistakes made by players or
the referee.
9.3
The referee is in total charge of
the frame being played at all times and may only be consulted or questioned by
the players involved in that frame.
9.4
If any disputes are not sorted out
on the night, the captain of the aggrieved team has the right to put his
grievances in writing to the committee, C/O Chrissie Noble, 22 Morritt Close,
York, YO31 9DY, who will then with the aide of the committee decide on a course
of action. NB: Absolutely no other means
of communicating grievances will be looked in to!!!
9.5
All decisions made by the
committee are final and binding.
SPORTSMANSHIP AND CONDUCT
10.1
Players may not consult with or be
coached by teammates or spectators once their frame has commenced. The referee will at first warn offenders and
may order forfeiture of the frame for persistent breaches of this rule.
10.2
Any player involved in violent or
threatening behaviour will be suspended from The League pending an
enquiry. Players involved in violence
are liable to a life ban from the league.
10.3
Players suspended from The League
will be reported to all other Pool Leagues in the York area.
10.4
Any player barred from a venue
must seek permission to enter that venue from the licensee. The League will not intervene into a
licensee’s decision.
10.5
If a player is barred from a venue
and does not get permission to enter that venue, then the team that that player
plays for will be expected to fulfil the fixture as per rules 4.1 to 4.5 above
without the barred player. Failure to do
so will count towards rule 11.2.
10.6
Any player under eighteen (18)
years of age must seek the licensee’s permission to enter a venue, if
permission is not obtained and the licensee refuses to allow entry, then rule
10.5 applies. Failure to do so will
count towards rule 11.2.
10.7
It is the responsibility of the
home team to ensure that spectators do not interfere with the progress of the
match.
10.8
If it is determined/believed by
the committee that a team is unfairly trying to influence the League, they will
be expelled from the League with all record of them removed and the players in
that team will be banned from the League for two (2) seasons.
11.1 If
a team withdraws from The League all record of that team will be expunged from
the league table.
11.2
If a team fails to fulfil two (2)
matches in the season they will be deemed to have withdrawn from The League as
in rule 11.1. However, the committee
reserves the right to use their discretion in such cases.
11.3
If a team fails to fulfil either
the penultimate match or the final match of the season they will be deemed to
have withdrawn from the league as in rule 11.2.
However, the committee reserves the right to use their discretion in
such cases.
11.4
Any players to whom Rules 11.2 and
11.3 apply will be required to pay a bond of £20 upon re-entry even if they
have not been expunged from the league.
(They will forfeit the right to collect any Trophies/Prize Money or
inclusion on the player of the season Rankings if no payment is received by the
first quarter of the season).
11.5
Players from withdrawn teams will
be expelled from any competitions they are still involved in.
11.6
Any team failing to fulfil all
their fixtures during the season will be required to pay a bond of £20 upon
re-entry even if they have not been expunged from the league. (They will forfeit the right to collect any
Trophies/Prize Money or inclusion on the player of the season Rankings if no
payment is received by the first quarter of the season).
11.7
The first time a team cancels a
match they will be awarded nil (0) points, their opponents will be awarded the
winning margin plus one (1) point and rule 11.6 will be enforced. (This is subject to appeal and the committee’s
discretion).
11.8
The second time a team cancels a
match they will be expelled from the league and rule 11.2 will apply. (This is subject to appeal and the
committee’s discretion).
11.9
If a team drops out of or is
expelled from the league within the first quarter of the league, and there is a
stand-by available, then all record of the team will be expunged from the
league and the stand-by will be brought in.
Any games missed by the stand-by will then count double in the second
half of the season regardless of whether they have home advantage. However they may arrange to play outstanding
matches during the course of the first half of the season.
11.10 If
a team drops out of or is expelled from the league after the first quarter has
been completed, then all record of the team will be expunged from the league
records and no stand-by will be brought in, irrespective of whether there is
one available.
11.11 Any
team deemed to have cancelled a match to aide/prevent; promotion/demotion by
the Committee will be dealt with very severely!!!
12.1
Divisional Championships will be
awarded to the team with the highest points total at the end of the season.
12.2
In the event of a tie
Championships and subsequent league positions will be decided by: (a) Highest number of wins. (b) Highest number of draws. (c) Results between the teams involved. If teams still cannot be separated there will
be a play-off at a neutral venue (to decide league winners and relegation
only).
12.3
The top two teams in Division Two
and subsequent divisions will be promoted for the next season.
12.4
The bottom two teams in Division
One and subsequent divisions will be relegated for the next season.
12.5
Promotion and relegation is
subject to teams remaining in the league for the next season and also to Rule
3.4 (Tables and Equipment).
12.6
For the purposes of player of the
season rankings, only the first two (2) frames played by any player will count.
12.7
In the event of a tie for player
of the season the title will go to the player with the greater win percentage
if this is known. If this is not known,
or there is still a tie, the winner will be decided in a play off at a neutral
venue, where each match required will be best of five (5), lag for break and
then alternate breaks.
COMPETITIONS
13.1
Competitions and tournaments run
in conjunction with The League are open only to players who have paid their
entry fees by the specified deadline.
13.2
In order to qualify for the league
singles/doubles a player must have played in fifty percent (50%) of the
matches, including team KO matches, or be an established York Wednesday League
player that is registered for a team in the season of the competition.
13.3
An established York Wednesday
League player is someone who is widely thought of as a York Wednesday League
player by the committee or is a York resident.
13.4
All competitions are open to
league players as defined in 13.2 & 13.3 above, with the exception of the
mixed doubles, where only one of the pairing has to be a league player. However, if it is in the best interests of the
competition, the committee can grant entry to non-league players.
13.5
Players may only play from a
venue, which is a current league member.
13.6
Doubles pairings may be of mixed
teams but must select one venue from which to play home matches.
13.7
Alternate Breaks will be adopted
for All Doubles Matches including Mixed & Scotch Doubles.
13.8
The competition secretary will
enforce the time rule of two (2) minutes for any doubles match that does not
progress at a reasonable pace.
13.9
All singles and doubles will be
played on a home or away basis down to the last 16, the last 16 will play at
the Acomb on a designated night. All early rounds will be played as a best
of five (5). (Home and Away venues in at the 7th October 2009
A.G.M).
13.10
No part of the last 16 Singles and
Doubles block competition can be re-arranged, if a player is not at the venue
when called to the table they will be deemed to have withdrawn from the
competition. This rule will be
strictly adhered too.
13.11
Team knockout competitions will
adopt the alternate break rule as per the 14th
July 2010 A.G.M
13.12
Team knockout preliminary and
first round losers will be entered into a team knockout plate.
13.13
Any team failing to play in the
team KO preliminary or team KO first round will forfeit the right to be entered
into the team KO plate.
13.14
Result cards for team KO and team
KO plate matches should be filled in as per the rules for league fixtures.
13.15
The captain’s cup can only be
played by the captain and vice captain of the team. No substitutes will be allowed, although the
defending Champion is allowed to enter if still playing for the league.
13.16
Players should be ready to
commence their match at the time and date specified on the draw sheet.
13.17
Matches can be claimed 30 minutes
after the start time on the date specified on the draw sheet if opponent does
not show.
13.18
It is the responsibility of both
players to make contact for any scheduled match.
13.19
If no contact is made the match
should be played on the night of the deadline for that round.
13.20
Winners must text or telephone
results to the Competition Secretary within 24 hours of the match.
13.21
If no result is telephoned in then
both players/pairs/teams will be expelled from the competition.
13.22
Claimed matches must also be text
or telephoned in to the Competition Secretary.
13.23
NOTE: RULES 13.12 TO
13.18 WILL BE STRICTLY ADHERED TOO. NO
EXCEPTIONS!!!
14.1 Motions will only be
accepted if they have not been voted on at any of the previous three AGM’s.
14.2 A motion can only be voted on if a
representative from the team who made the proposal is present at the AGM and
another team seconds the motion
15.1 Any issue arising not
covered by these rules should be directed in writing to the Committee, C/O
Chrissie Noble, 22 Morritt Close, York, YO31 9DY or by e-mail chrissie.noble@ntlworld.com who
will attempt to find a satisfactory solution or consult the committee. NB:
Absolutely no other means of communicating a dispute will be looked in
too!
15.2 The committee may over rule
or add to any of the above rules should they feel it is in the best interests
of the league to do so.
15.3 The League holds no
responsibility for the cost of sandwiches etc. where a team has failed to
fulfil a fixture.
15.4 It is not compulsory for a
venue to put sandwiches on, but is generally the case.
15.1
As
“World Rules” are new to many players Rule 9.1 will not be enforced if the
conferring is about the rules. Tactical
conferring is still illegal.
